National Council chairperson Lukas Sinimbo Muha has urged members of the seventh National Council to embrace continuous learning.
He said capacity building is central to effective lawmaking and oversight.
Muha made the call on Monday in Windhoek when he opened the first orientation seminar for members of the council.
“Capacity building is not a one-time event but a continuous process of learning, adaptation, and professional development,” he said.
He said regular training is needed, especially given the high turnover of members, to ensure that lawmakers can review bills properly and carry out oversight with care and integrity.
Muha told newly sworn members that the induction marked a fresh start and an opportunity to strengthen Parliament’s work.
The council examines bills passed by the National Assembly and makes recommendations before they become law.
He said members also have a duty to hold the executive accountable and ensure public resources are used properly.
“Our constitutional mandate is both clear and profound: to review legislation, exercise oversight and represent the diverse interests of the Namibian people,” Muha said.
He added that understanding parliamentary procedures and committee work is essential to carrying out the council’s responsibilities.
“We must ensure that our debates are respectful and constructive, that we work collaboratively with our sister house, and that we serve the people with diligence,” Muha said.
The vice chairperson of the National Council, Emma Muteka, also addressed members and urged them to see their roles as a commitment to serve the country.
She said the induction represents more than holding the title of Honourable.
“It is a call to service, responsibility and national duty,” she said.
Muteka called for unity and cooperation among members, saying the council must remain responsive to the needs of citizens and guided by accountability and shared purpose.
“May this induction empower us to lead with clarity, courage and a shared vision for national development,” she said.
