Housing applicants upset over NHE housing verification process

The Khomas Residents and Ratepayers Association (KRRA) has challenged the National Housing Enterprise (NHE) over a verification deadline set for 18 September 2025, calling it unfair to applicants who have waited decades for housing.

KRRA spokesperson Shaun Gariseb said the association wrote to NHE acting regional manager Veginia Tjitemisa after receiving complaints from Windhoek residents and applicants currently out of town. 

“We have written to NHE acting regional manager Veginia Tjitemisa to explain to us what the logic is behind having a due date when people have waited for 30 years,” Gariseb said.

The association said some applicants discovered the names of their late parents on the NHE/City of Windhoek mass housing list, raising concerns about how the verification process is being conducted.

In a letter dated 17 September 2025, KRRA asked NHE to clarify the modalities of the process and questioned why there was a strict cut-off date after such long delays in finalising housing allocations. 

KRRA said efforts to get clarity from the NHE customer care desk failed while regional manager Ludwina Alex was out of office.

The association also raised concerns about the feasibility of verifying 8 856 names within two months, saying the deadline does not reflect the changing circumstances of applicants. 

“Most people’s circumstances change all the time, but the need for housing doesn’t change,” KRRA said.

KRRA urged NHE to make arrangements for elderly applicants, such as renting chairs from local vendors in Katutura to avoid long waits in queues.

Gariseb warned that residents are ready to act if their concerns are ignored. “We will close down the process tomorrow morning if the NHE ignores our email,” he said.

Earlier this week, the Roads Contractor Company (RCC) signed a five-year memorandum of understanding with NHE. 

The agreement between the two state-owned enterprises aims to speed up land servicing and housing delivery under the government’s sixth National Development Plan.
