NCAA surpasses global aviation safety benchmark

The Namibia Civil Aviation Authority (NCAA) has recorded an effective implementation score of 73% under the International Civil Aviation Organization’s (ICAO) safety audit programme, exceeding both regional and global averages.

The ESAF regional average stands at 61.2%, while the global average is 70.5%.

A high-level delegation from the ICAO’s Eastern and Southern African (ESAF) Office highlighted the achievement during a four-day visit from 17 to 20 February.

The delegation was led by ICAO regional director for eastern and southern Africa, Lucy Mbugua. It included deputy regional director Richard Gatete and technical experts in environment, meteorology and safety implementation.

During the visit, the ICAO team met with senior officials from the NCAA and other aviation stakeholders. 

These included the Namibia Airports Company, the Ministry of Works and Transport, the Ministry of Environment, Forestry and Tourism, the Namibian Police, immigration authorities and other industry partners.

The discussions focused on Namibia’s aviation safety performance, regulatory improvements and infrastructure development. The review placed emphasis on Namibia’s results under ICAO’s Universal Safety Oversight Audit Programme, which measures how effectively countries implement international aviation safety standards.

NCAA director Toska Sem said the visit provided an opportunity to assess progress and strengthen cooperation with regional partners. She said the engagement reflects the authority’s commitment to maintaining high standards of safety, security and environmental protection in the civil aviation sector.

The ICAO delegation commended the NCAA for strengthening aviation oversight and encouraged continued cooperation to maintain alignment with international standards.

The NCAA said it will continue working with regional and international partners to support safe and secure air transport in Namibia.
