Over 2.2 million Namibians are set to vote in the upcoming regional and local authority elections scheduled for 26 November 2025, the Electoral Commission of Namibia (ECN) has revealed.
The supplementary voter registration, conducted between 4 and 19 August was aimed at ensuring all eligible Namibian citizens with the opportunity to register to vote and participate in local governance.
According to ECN, the provisional register for regional councils shows 1.67 million eligible voters, with 1.5 million confirmed.
This represents a 90% national registration rate.
For local authorities, 949 890 voters were eligible, and 745 429 were confirmed, giving a turnout rate of 78%.
In the Khomas region, the provisional register recorded 322 811 eligible voters, with more than 287 000 confirmed, an 89% turnout.
The Oshana region recorded 95% turnout, while Kunene registered 103%, mainly due to new applications and amendments.
Erongo registered 145 510 voters, reaching 94% turnout. Kavango East and West together confirmed over 141 000 voters, at an average turnout of 83%.
Omusati confirmed more than 145 000 voters, a 93% turnout. Zambezi confirmed 54 463 voters, about 87% turnout.
At the local authority level, Keetmanshoop recorded 90%, Swakopmund 86%, and Ondangwa 86%. Outapi had 37% and Okahao 39%.
The ECN has made the provisional registers available for public inspection.
According to a government gazette notice, voters can check their details at constituency offices and designated halls across the country between 08h00 and 17h00.
Objections to names on the lists must be submitted to electoral tribunals from 12 to 15 September 2025.
ECN chief electoral officer Peter Shaama said the supplementary registration process was key to ensuring eligible voters are captured ahead of the elections.
The ECN stressed that accurate registers are vital to the credibility of the November polls, which will see Namibians elect regional councillors and local authority representatives.
According to the ECN, the supplementary registration was not a repeat of the general voter registration but rather an opportunity for specific categories of voters to be included on the final voters’ roll.
The ECN deployed voter registration teams to all 14 regions of the country, with a total of 4 233 registration points established nationwide.
Namibia has 59 local authorities and 121 constituencies.
