The ministry of finance has appointed 15 members to the Public Procurement Review Panel. The panel will serve from 1 October 2025 to 30 September 2028 on an ad hoc basis. It is tasked with handling disputes from bidders dissatisfied with procurement decisions.
It will also decide on matters such as the suspension, debarment, and disqualification of suppliers. Wilson Shikoto, spokesperson for the ministry of finance on Thursday said the appointments were made to strengthen fairness, transparency, and accountability in the procurement system.
“The diverse expertise represented on the panel will ensure that Namibia’s procurement system remains fair, transparent, and just,” Shikoto stated.
The members bring expertise in business administration, economics, law, accounting, procurement, and engineering.
Appointed to represent business administration are Lucas Rumingu Sindere and Martha Haipinge, while Hannu Shipena represents economics. Hilka Kandali Alberto, Jackson Erich Exiab, and Isabella Nowases provide legal expertise. Hendricus Beukes and Titus Tuyeni Kanyanda represent accounting and finance.
Rosemary Tjombonde, Efaishé Ngiidipaa, and Martins Kambulu were appointed to procurement and supply chains. Engineers Elinafye Tulimevava Haimbili and Martha Mwatile join the panel, along with reappointed members Lukas Kudumo Siremo and Ehrenfried Honga, who also have engineering backgrounds.
Shikoto said the mix of experienced professionals and new appointees will strengthen the panel’s oversight role and support a procurement system built on integrity and accountability.
