A new memorandum of understanding (MoU) between the Electoral Commission of Namibia (ECN) and the Communications Regulatory Authority of Namibia (Cran) will establish a framework for information sharing and the delivery of accurate electoral communication ahead of future elections.
The MoU was signed on Tuesday at ECN’s headquarters.
ECN chief electoral and referenda officer Peter Shaama said the agreement is an important step in strengthening the country’s governance and communication systems.
He stated that the partnership will guarantee transparent, effective and law-abiding electoral processes.
Shaama highlighted the role of Cran in regulating the communication environment, especially during elections, saying this ensures a safer and more inclusive space for public engagement.
He said the collaboration reinforces the need for informed participation and accountable democratic governance.
He added that the MoU will support transparency and credibility during electoral campaigns.
The agreement outlines areas of cooperation, such as joint information sharing to respond quickly to regulatory and electoral challenges, collaborative initiatives to support democratic processes, wider public access to credible electoral information and capacity building for staff and stakeholders.
Shaama said the framework will also allow the two institutions to share resources and expertise to improve the timely delivery of electoral information to all Namibians.
Cran chief executive officer Emilia Nghikembua said the agreement shows a shared commitment to improving coordination and promoting transparency in how election information is communicated to the public.
She said the MoU provides collaboration in implementing the broadcasting code of conduct, which guides broadcasters on election coverage and political advertising.
Nghikembua said both the Communications Act and the Electoral Act contain cross-references that require closer cooperation between the two bodies.
She said this made the MoU necessary to ensure effective implementation, avoid duplication and improve the quality of information shared with voters.
She said the partnership will promote transparency, fairness and accountability when broadcasting electoral content and will help reinforce public confidence in the election process.
The MoU will also support data and research exchange to promote public awareness of electoral processes and strengthen communication strategies that benefit all Namibians.
Nghikembua said the rise of digital communication makes reliable electoral information essential.
“In today’s digital age, the power of communication platforms is undeniable. They are vital tools to inform, engage and empower our citizens, especially in the context of elections. This partnership will ensure that electoral information is accessible, accurate, and secure, thereby strengthening public trust and confidence in our democratic institutions.”
