OBSERVER DAILY | 552 learners, 12 trees, 0 Classrooms: Minister Steenkamp, where is the plan?

This past week, Namibians were once again confronted with an image that should never have existed 35 years after independence: children sitting under trees, trying to learn. The scene was Ndama East Primary School in Kavango East, where 552 learners, yes, five hundred and fifty-two children, are being taught under the shade of trees. Each tree is a “classroom”.  There are more than twelve such “classrooms”, manned by fourteen qualified teachers doing their utmost with nothing but chalk, voices, and hope. The man who brought this story to the national consciousness was not a government minister, not an education inspector,…

Lost records cloud N$65m grant funds

Renthia Kaimbi Documents obtained by the Windhoek Observer reveal that cash-based payment data for 2013 and 2019 went missing from the USB drive Namibia Post Ltd (NamPost) provided to the government. On Friday it emerged that the ministry of gender equality and child welfare (MGECW) allegedly found that about N$65 million in cash-based grant funds handled by NamPost was unaccounted for and owed back to the state. The unreturned funds relate to the period from 1 April 2009 to 31 March 2019, excluding the missing data from 2013 and 2019.  The documents indicate that payments were made “over the counter”…

Veterans’ children demand equal govt benefits

Allexer Namundjembo The Association of Dependents of Veterans of Namibia (ADVN) is calling on the government to amend the Veterans Act of 2008 to include children of war veterans, including those born in exile, in state benefits. During a demonstration in Windhoek, ADVN secretary general Petrus Nedongo accused the government of discrimination, calling the group “the forgotten children of the liberation struggle.” “It is now 35 years of independence; we have endured hardships and torments from poverty. We now believe and understand that we have been discriminated against, ignored and forgotten as the dependents of the living and the late…

Zambezi clinics struggle with staffing and infrastructure

Hertta-Maria Amutenja  The parliamentary standing committee on gender equality, health and social welfare found serious gaps during its oversight visit to the region. At Kaenda Clinic, the committee learnt that the facility has no cleaners. The community rejected the recruited candidate, preferring to select one of its two volunteers. The clinic now operates without cleaning staff. Although it has a mortuary and an incinerator, both remain unused because there are no trained workers. Nurses at the clinic have housing and said they are satisfied with their living conditions. At Sachona, the situation is worse. The clinic has been operating from…

International reserves decrease to N$58.1 billion

Chamwe Kaira The Bank of Namibia’s stock of international reserves fell by 2.6% to N$58.1 billion at the end of July.  The decline was mainly driven by higher net rand outflows from commercial banks for portfolio investment abroad. “This level of international reserves translates into 3.8 months of import cover, whereas the import cover excluding oil exploration and appraisal activities stood at 4.3 months,” the central bank said. Commercial banks’ overall cash balances declined to an average of N$5.8 billion in July, down from N$6.1 billion in June.  The reduction was largely due to corporate tax payments due at the…
