Green Climate Fund wants to assess EIF projects

The Green Climate Fund (GCF) Secretariat will be undertaking a mission to Namibia to assess the Environmental Investment Fund of Namibia projects from the 26th of June to the 6th of July.

The mission is aimed at assessing the quality of project implementation of all the EIF-approved projects, extracting lessons to govern future project implementation and providing recommendations to ensure project results and impacts are achieved.

The secretariat will engage the EIF, government, civil society organisations, the Environmental Investment Fund projects staff and management, community-based organisations, and stakeholders on the implementation of all the EIF projects.

They will also undertake project site visits and meetings with the project teams, project beneficiaries and affected people, and other relevant stakeholders, and interact with beneficiaries to gain first-hand insights on the experience with engagement, capacities, access to finance and changes in community-level climate change resilience, and the adaptation and resilience benefits through all the approved projects.

The delegation will pay a courtesy visit to the Ministry of Finance and Public Enterprise and the Ministry of Environment, Forestry and Tourism.

The Environment Investment Fund of Namibia is a direct access entity to the Green Climate Fund. It was accredited to the Green Climate Fund in July 2015 and subsequently re-accredited in 2021. The EIF is accredited under projects or programme activities of Micro size up to and including USD 10 million.

This is according to EIF Communication Manager Lot Ndamanomhata who said that the entity has four GCF-approved funded activities (FP023, FP024, SAP001 and SAP006) which are all adaptation projects in drought-stricken rural communities in Namibia.

The total approved funding for this project is USD39.1 million comprising USD37.7 million in GCF financing and USD1.4 million in co-financing.

To date, USD30.9 million has been disbursed of the GCF-approved funding amount which represents 79 percent of approved GCF funds for all EIF projects under implementation.

EIF’s engagement with GCF also includes five approved readiness proposals which are also under implementation.

The projects are at different stages of implementation. Although FP024 closed in November 2022, the project will be considered for the mission to review results achieved as well as for the financial close out.

The secretariat will travel to Ovitoto Communal Area, Ovitoto Conservancy SAP006 approved project: Strengthening climate change resilience and adaptation of Ovitoto communal conservancy project and then to the FP024 field visit, Ozonahi Conservancy – Ozonahi Bush-Based Animal Feed Production Project, ||Huab Conservancy – ||Huab Conservancy Hydroponics, Sorris Sorris Conservancy – 150KW Solar Power Plant to provide clean power and revenue via offtake agreement, Otjimboyo Conservancy, as well as the Otjmboyo Resilience Project field visits to SAP001 investments mainly Fransfontein Community Garden, Goat revolving scheme and Belmond, rehabThey will then conclude their field visits with SAP006 approved grants at Omkhaibasen Farmers’ Cooperative at farm Daweb-West 40km north of Usakos, Water and Solar Infrastructure Development and Restocking and Otjimbingwe Independent Development Association.
