Eba Kandovazu CONVICTED Refugees Commissiner in the Ministry of Home Affairs, Likius Valombola had applied for early retirement shortly before he was sentenced in December last year for the murder of student leader Helao Ndjaba, Windhoek Observer newspaper can reveal.
